PDF-TOOL is a free, browser-based toolkit for working with PDFs. Everything runs locally on your device — your files are never uploaded to us or to anyone else.
PDF-TOOL brings together 46 tools across four modules — Organize, Convert, Compress, and Sign & Annotate — covering everyday document work: merging and splitting, format conversion (Word / Excel / PPT / images / e-books), OCR, compression, metadata cleanup, watermarking, page numbering, signing and redaction.
It all runs in your browser. There is no sign-up, no file queue, and no daily limit on how many documents you process.
Most online PDF services upload your document to a server for processing. That means your contract, medical record or ID scan travels across the internet and is stored somewhere you cannot see.
PDF-TOOL is built the other way around: the processing engines run inside your browser and documents are read and written in local memory only. Nothing you open is transmitted or stored — which is also why the tools keep working offline once the engine files have been cached.
Lightweight tasks — merging, splitting, rotating, compressing, watermarking, page numbers, metadata editing, rotating and signing — run on pdf.js and pdf-lib directly inside the tab.
Feature-heavy conversions load an open-source engine on first use and cache it in your browser: an in-browser Python runtime (Pyodide with PyMuPDF, pdf2docx and pandas) for e-book and PDF-to-Office conversions, a LibreOffice WebAssembly build for high-fidelity Office rendering, and Tesseract language models for OCR.
PDF-TOOL is free and has no paid tier. Hosting and engine delivery are paid for by advertising (Google AdSense) and by voluntary donations from users.
Ads are served by Google, never by us, and we never receive the contents of your documents. See the Privacy Policy for details on cookies and how to manage personalized advertising.
PDF-TOOL is built on open-source software. The complete list of components and their licenses is published on the Open Source Licenses page.
Questions, bug reports and feature requests are all welcome. Email is the fastest way to reach us, and we read everything we receive.
